Javier is a specialist in international arbitration, both in commercial and investment arbitration as well as in European Union law.

Javier has acted as counsel and as an expert in more than thirty commercial arbitrations (administered by the ICC, NAI, Madrid Court of Arbitration or Ad hoc and seated in The Hague, London, Madrid, Miami, Panama, Paris), mainly in the construction, energy and corporate sectors. He has also advised in several investment arbitrations and has been counsel to Red Eléctrica in its claim against Bolivia (Ad hoc UNCITRAL; 2014-2015).

Professor of International Public Law and European Union Law at the Universidad Autónoma de Madrid. He also is former Dean of its Faculty of Law.

He has been Chief Deputy of the International Legal Department of the Ministry of Foreign Affairs, Deputy Director General for Legal Affairs of the Secretariat of State for the European Union and advisor to the General Secretariat for Maritime Fisheries. Member of the Spanish delegation to numerous meetings of the EU Council and its working groups.

He is the author of several books and numerous articles in specialised journals on International Law, International Arbitration and European Union Law.
